The public housing program was developed under the United States Housing Act of 1937. This Act authorizes the US Department of Housing and Urban Development (HUD) to provide technical and financial assistance to public housing agencies. All Public Housing Agencies are required to operate each project with efficiency, economically, serviceability and stability.
The Nebraska City Housing Authority (NCHA) was created as a Rotary project in 1962 for the express purpose of providing low cost housing to elderly Nebraska City residents. In April of 1963 a Cooperation Agreement was signed between the Housing Authority and the City of Nebraska City to establish a partnership to create affordable housing. The Public Housing Authority then entered into a Consolidated Annual Contributions Contract, ACC, with the Public Housing Administration division of the Housing and Home Finance Agency currently known as Housing and Urban Development (HUD). Through the efforts and cooperation of several organizations, the vision for decent, safe and affordable housing would be reached.
APPOINTMENT & COMPOSITION:
A Board of five members meets quarterly or for special session to review Housing Authority business. The Board is appointed by the Mayor and each serve a five year term. HUD requests that housing authorities attempt to fill one of the board positions by a current tenant if a willing participant volunteers.
