Nebraska City Municipal Code Book, Chapter 20, Article II
DUTIES (for complete description, see the Municipal Code):
20-25. The library board shall have such powers and perform such duties as are conferred and required by state law.
20-26. The library board shall, on or before the second Monday in June of each year, make a report to the mayor and council of the condition of its trust on June first of such year, showing all money received and expended; the number of books and periodicals on hand; newspapers and current literature subscribed for or donated to the reading room; the number of books and periodicals ordered by purchase, gift, or otherwise obtained during the year, and the number lost or missing; the number of and character of books loaned or issued; the number of visitors attending; with such statistics, information and suggestions as it may deem of general interest, or as the mayor and council may require, which report shall be verified by affidavit of the proper officers of such board.
20-27. The directors of the library board shall have the power to adopt such by-laws, rules and regulations for their guidance and for the government of the library as they may deem expedient, subject to the supervision and control of the mayor and council, not inconsistent with other provisions of this chapter or state law. Any by-laws, rules or regulations so established may be amended by the city council.
APPOINTMENT & COMPOSITION:
20-18. The library board shall consist of five members.
20-19. The mayor, with the consent of the city council shall appoint the members of the library board.
TERM:
20-20. The members of the library board shall be appointed for terms of four (4) years each; provided, such members shall be appointed in such a manner as to provide staggered terms as required by law.
