The City of Nebraska City from time to time receives Community Development Block Grant (CDBG) loan funding which is passed through to private entities. As debt service for these loans is paid back by the entity, the Nebraska Department of Economic Development (NDED) allows the City to collect and hold these payments for future loan funding to other entities. This program is called the Economic Development Revolving Loan Fund (EDRLF); revolving in that loans are given out, they are then paid back over an extended period of time, and the payments with interest are used to award still yet other loans. Specific criteria apply to receiving this funding and what the funding can be spent on, but this is another source of economic development funding made available to qualified entities. The EDRLF committee is tasked with processing funding requests and making a recommendation to the City Council.
